We are new to all this, done lots of research but have a few questions.
Anyone know the actual meaning of regulated land, and if it is unregulated can it be regulated? can unregulated land be built upon? if water, electricity are close-by what are the costs of having it installed on your plot?
if a pre built property needs extending can this be done easily?
Hopefully we may be able to find the answers to the above, then we can decide when we can look at buying something in Bulgaria.

Hi and welcome to the forum.
Regulated land means that the local municipality has agreed in principle that the plot can be built on. It means that the electric and water company have to connect anything built on that plot (although for a fee) and there should be electric and water nearby and access by at least a track.
However, you cannot simply by a regulated plot and build. You still need an architect to draw up proper plans nd get all various permissions and approvals from the municipality, water board, electric board etc.
Regulated plots are usually within village boundaries. Yes you can change an unregulated plot to regulated through an application to local municipality. But can take a long time.
An unregulated plot cannot be built on. It is agricultural land usually and you need to change its status or use. If within village boundaries this means getting it regulated, if outside village boundaries this is change of status.
Cost to have water and electric connected will vary greatly depending on nearest connection points, area etc but likely to be a few hundred levs per connection.
If there is already a property on the plot then you can extend the property but again if you are making original property bigger or higher you need planning permission.

Rachel, I hope that you are able to offer me some advice regarding regulation? Some two and a half years ago, we (through a Bulgarian friend - I hope) applied for the regulation of a plot of land adjoining a house that we had purchased. We payed 1.5 euros per sq. metre which we considered to be reasonable. We have regularly enquired as to the progress of the application but have been told that the process can take time (which we understand to be correct). We have recently been asked for a further amount for "the new Government tax" which should be payed before August so as not to lose the sum of money that we have already paid, necessitating a re-application at a much higher price per sq. metre. We are assured that if we pay said amount then the regulation will be granted forthwith. As the original sum of money was not insignificant as is the case with the additional amount, I ask the question - have you heard of this "new Government tax"? I can find no reference to it through my internet searchings. I hope that I do not have to view my friend with suspicion as I have known him for a long time.

Do not know anything about this government tax sorry. Doesn't mean it does not exist though as they charge tax for everything and anything.
