There is now a 'dog tax' in various parts of Bulgaria. Its not exactly clear on what has to be paid and where but Novinite report:
"Dog owners in Bulgaria's seaside Varna will have to pay an annual tax of BGN 20. The residents of the suburban neighbourhoods will pay BGN 10 per dog.
Disabled persons, owners of dogs used for experiments, the Red Cross and owners of hunting and castrated dogs will be freed from tax.
The money collected by the tax will be used for reducing the number of homeless dogs."
Someone else living in Plovdiv also said he had to pay 20 levs for his dog.
Others in villages around Bulgaria do not know anything about this.
This first started being mentioned back in 2010 when there were plans to introduce a registration and tax system for dogs but nothing was in law. Seems this is now being rolled out across various municipalities.
Seems if your dogs are castrated then you still need to register them with the mayor but no charge, otherwise seems to range from 5 to 25 levs per dog with fines of up to 300 levs for not doing this.

Well, I suppose that sounds responsible enough, I only currently have cats, but if I had a dog there, it would be castrated anyway..or a neutered bitch...it's just good ownership unless you intend to breed, and It sounds like there are enough dogs there anyway...I would consider re-homing one though...good company.

Bulgarians in general believe castration is cruel (takes away an animal's choice!!!!) and many dogs just run around the villages so many unwanted puppies left to starve, drowned, beaten to death.....no Bulgarian villager will pay for their dog, they would rather dump them than pay to have them castrated or pay a tax for them.
