just to make some sort of comparison. how much would it cost a single person to live for a month all-in (assuming one had a small house which needed heating) eg: telephone/heating/food and drink/council tax (or equivalent)/water/ what do people normally use to keep themselves warm out there? how well-stocked are the supermarkets/ and how much is petrol at the moment? also what are the Bulgarian police force like? I ask that not because I am a criminal on the run (joking) but because I was wondering about corruption. are there any surprise costs that might make a big difference to someone on a limited budget (by UK standards)

Well heating is usually wood - that is currently around 50 to 60 levs a cubic metre and will likely need around 6 to 8 cubic metres for winter. Telephone land line - 20 levs/mth plus calls Council tax basically nothing - 10 to 40 levs a year
Supermarkets have pretty much same as UK.
Petrol gone down to 1.75 levs/litre.
Police used to be very corrupted, get stopped, pay them 20 levs to let you off etc but don't think it is as bad as it used to be.
Electric can be fairly expensive.
