Under current regulations EU citizens can stay in Bulgaria for 90 days in a 6 month ongoing period. i.e. leaving country after 90 days and returning 2 days later does not restart 6 months.
However, whilst still technically in force, a further EU directive states that any EU citizen can work, live etc in any other EU country free from restrictions and so as an EU citizen you should be able to come to Bulgaria and stay here as long as you like.
Different areas seem to have different requirements. Here around Stara Zagora the local mayor in one village did enquire as to the status of a friend staying in one of my houses after 90 days and I had to visit the immigration police to ensure I had allowed him to stay there. However, they did not seem bothered that he was then going to stay more than the 90 days.
But wise to let local police know if you will be residing in Bulgaria for longer than 90 days and do not have long term residency. Take a copy of your passport and details of where you will be staying to the local immigration department and let the local mayor of the village know.
